It was moved and seconded:

That the minutes of the meeting of the NCLB Steering Committee held on June 17, 2008 be adopted as circulated.

2.            NEXT COMMITTEE MEETING:  DATE
Tuesday, September 30, 2008 at 1:00 p.m. at Heron Road Community Centre, 1480 Heron Road. (To be confirmed)

3. PROGRESS UPDATE (Oral report)
Abid Jan presented a report on the following matters:

 City wide implementation of NCLB:

        • Work in progress on the Community Development Framework (CDF) for the City.   Next steps include selection of three additional neighbourhoods to launch the NCLB framework.  Selection to be finalised by the end of August 2008.
        • Workshop on How to implement the NCLB process to be held on August 12, 2008 at SEOCHC.
        • Documents review committee, comprising of Michael Justinich, Sonia Luberti, Don Sauclit, Superintendent Peter Crosby and Sgt. Daniel Longpre has completed review and editing of the following documents:
          • NCLB Strategy;
          • Training Guide for NCLB Coordinators,
          • NCLB Implementation Guide, and
          • Guide on the Law Enforcement and Community Policing component of NCLB
        • Final drafts of the documents available for further feedback and suggestions at: http://www.nocommunityleftbehind.ca/nclb_docs.html )

    South East initiatives update:

        • Community Surveys completed with the exception of 1455 Heatherington.
        • Results available at: http://www.nocommunityleftbehind.ca/assessment_surveys.php
        • Comparative assessments of the surveys from different years shared with the Steering Committee.
        • All communities showed some progress in terms of community mobilization, feeling of safety and neighbourhood revitalization.
        • Draft Community Action Plan from Russell Heights presented and next steps discussed. Next steps include:
          • Sharing the Action Plan with partnering agencies for discussion and response to community members.
          • Finalizing success indicators with residents
          • Preparing and distributing Information with “Who to Call” information for residents in Russell Heights and other communities.
          • Monitoring implementation and reviewing progress on Action Plans on a quarterly basis.
        • Funding proposal for Youth Councils to be finalised and submitted before the end of August, 2008.
        • Work in progress on building capacity of three Tenants’ Associations in Confederation Court, 1455 Heatherington and 1485 Heatherington.

 
4. UPDATE FROM PETER HUME’S OFFICE
Anne Ménard shared the good news from Peter Hume’s office that $33,582.69 has been made available for the play structure at Confederation Court.   Associated infrastructure and possible security arrangement, such as lighting will also need to be discussed.   Additional funds are being negotiated.

5. PARTNERS’ PROGRESS REPORTS

OTTAWA COMMUNITY HOUSING

David Loveridge provided a comprehensive update on the progress in the OCH communities in the South East Ottawa.

  • Funding is in place for the new play structure in Russell Heights. The structure will be in place and inaugurated on October 2, 2008 at the United Way Community Day of Caring.   Anne Ménard was asked to look into the possibility of Councillor Peter Hume joining the opening ceremony on October 2nd.
  • Eight projects were planned for the Day of Caring event at Russell Heights, which include painting basketball court, extensive sodding, repairing fences, and cutting excessive vegetation and trees.
  • OCH Community Capital Funding approach was shared with the committee, whereby there is a proposal that OCH set aside funds for community projects intended to increase community’s ownership and neighbourhood revitalization.
  • Serious disruptions in the NCLB and other activities are expected in Banff Avenue community due to the $4 million housing renewal project commencing August 11, 2008.   Almost all the existing residents will have to be moved.   Maria McRae had been closely involved. However, it is expected that the community would need additional support.
  • Burnie Burns added that renovation work in all Community Houses was also planned and care would be taken to complete it with minimum possible disruption to community programs.
  • A new OCH 5-year lease with the Community Houses was in the process of finalizing after management review. 

OTTAWA POLICE SERVICE
Inspector Al Burns informed the committee that he will be representing OPS on the committee.

He also elaborated the change in OPS approach in the NCLB participating communities by giving more responsibility to the CPC officers for community engagement.  He said progress will be monitored and reviewed.

Cst. Len Vaz presented progress of the CPC officers’ interaction with the seniors and youth in the community. The officers had been attending meetings and community action planning sessions. Presentations were made on crime stoppers in Russell Heights and Heatherington.

BOYS AND GIRLS CLUB
Kim Seguin informed the committee that BGC would no longer be contributing Homework Club support to Banff Community House as additional resources have been giving to that community by United Way.

It was suggested that BGC would support additional activities in Heatherington up to four nights a week. Meeting with the concerned partners were planned to address the space and other logistical issues in this regard.

BGC had also received funding for family day. A 3-hours event would be organized in early October at Heatherington to launch the program.

The two new outreach workers in the South are in place (Gino and Suad) and are now focusing on street outreach.   They can be reached by calling 613-248-2675 (dial 1 for Gino, dial 4 for Suad).

6. NEXT STEPS

          • Finalizing the NCLB documents
          • Finalizing the Action Plan with Russell Heights community
          • Developing information package for residents that will go with the Action Plan
          • Working closely with the TA in Confederation Court, 1455 Heatherington and 1485 Heatherington Road.
