1. MINUTES
It was moved and seconded:
That the minutes of the meeting of the NCLB Steering Committee held on January 28, 2008 be adopted as circulated.

Tuesday, June 17, 2008 at 11:00 a.m. at Heron Road Multi-Service Centre (1480 Heron Road).
3. PROGRESS UPDATE
(Oral report)
Abid Jan reported on progress since the last meeting. Success of the youth program activities under the NCLB were highlighted with reference to the February 20 Forum at GCTC.
Abid informed the Steering Committee about the transfer of Cst. Jason Arbuthnot from his existing position of working with the NCLB communities. Many members raised the issue that this will affect the continuity of the community policing component of the NCLB that was making a difference over the last few years. Superintendent Peter Crosby assured the committee that Cst. TJ would continue the job and be supported by Cst. Lenworth Vaz and Cst. Walter Dhume. It was decided that the community and community houses would monitor and report progress on the change in the approach to community policing in the NCLB participating communities.
Abid also shared information from Sonia Luberti (CPS) which she collected from the By-law and regulatory services about the outsider using Russell Heights dumpsters. According to James Belanger, Supervisor, By-law and Regulatory Services, this is a police matter in terms of trespass on private property or a civil matter if the culprits could be identified.
Councilor Maria McRae’s Announcement.
Councilor Maria McRae announced the upcoming event for launching a Recycling pilot project for Banff community. A corporate sponsor was supporting the recycling project, it would be launched at Jim Durrell on April 8 with an information campaign for the residents. A follow-up activity was also planned to take place in the community with prizes for participating children from the community. She assured the committee that this would be “monitored as we go.” Keeping the garbage related issues in the community in mind; the pilot project was not being launched as a one off activity but would be regularly monitored for changes and improvement.
Referring to the Recycling project for Banff, Sylvie asked Maria to involve her for any future projects or initiatives for Banff so that they could coincide with existing events.
4. PARTNERS’ PROGRESS REPORTS
OTTAWA POLICE SERVICE
CST. TJ presented the progress review of the community policing and law enforcement aspect of the initiative:
- 1455 Heatherington had been quieter. A few trespassing tickets were issued.
- Charges were laid against two youth from Heatherington.
- Crime Stopper activity was planned at Banff on April 10, 2008.
- Russell Heights was quieter as well. Drug activity had died down to some extent.
- Confederation Court is now well-lighted. It was suggested that the proposed play-structure at Confederation Court would need extra lighting.
OTTAWA COMMUNITY HOUSING
Al Nowaczek updated the committee about progress as follows:
- OCH was engaging the community in various ways, including presentations at meetings on fire safety and issues such as on cockroaches, pest control etc.. The Workshop on Fire-safety was held at Russell Heights, which was mostly attended by youth. The meeting on the cockroaches issue at Confederation Court was relatively well attended.
- A session on how to deal with the problems of cockroaches would shortly be held at Russell Heights.
- The TAs were functioning well.
NCLB Youth Component:
Sara Dwyer updated the committee about the progress of the youth councils in all four communities.
- As a follow-up to the Photo-Gala, the youth councils were planning to organize celebration nights in their respective communities.
- In Russell Heights, youth completed youth safety audit and had started working on the second project under the Telus-funded component through United Way.
- Youth started Reading Club activity at Banff community.
- At Confederation Court, youth were engaged in community clean up and graffiti clean-up.
- Youth community celebration at Russell Heights was planned for April 22nd.
BOYS AND GIRLS CLUB
Kim Seguin informed the committee that homework club activity at Heatherington was going well along with other recreation program for younger youth. The Hip Hop project was successfully completed. However, engaging senior youth for the council activity had been a challenge.
YOUTH COUTREACH PROGRAM.
Chris O’Dell shared information on progress on engaging the youth councils and other youth in South East Ottawa under the ministry of youth and children funded outreach program. A successful employment workshop at Dempsey was one of the activities. Some recreation activities, such as a 3 on 3 basketball tournament were planned for the summer.
OTHER ISSUES
- Sylvie Manser announced to the committee that she is a strong support of the NCLB strategy for it's community based, in the community and community lead. And it's imperative that the "on the ground" consultation continues to happen for it give the community ownership. All community programs/activities should involve the Community House and especially the Tenants Association. And we as a committee has to ensure that it remains community focused.
- With reference to the community clean-up programs, Michael Justinich provided information about opportunities such as Adopt a Park, Green Partnership, and graffiti removal assistance.
- Eileen Dooley updated the committee about availability of funding resources for youth programs.
- Abid would present community action plans for 2008-09 at the next meeting.
