Call to Order: Mr. James Williams called the meeting to order at 1:05 p.m.

1. MINUTES

It was moved and seconded:

That the minutes of the meeting of the NCLB Steering Committee held on Nov 20, 2007 be adopted as circulated.

2. NEXT COMMITTEE MEETING DATE

Tuesday, April 1, 2008 at 1:00 p.m. at Heron Road Multi-Service Centre (1480 Heron Road).

3. PROGRESS UPDATE
(Oral report)
Abid Jan reported on the following progress since the last meeting:

• A three- year evaluation study ( 2005-2007) was completed in Banff community.
• Youth Councils were engaged in Photo Voice project with University of Ottawa.
• New TA was elected in Banff Community.
• Health Staff is visiting and making presentations to the communities on Diabetes, breast screening, and other related subjects at the community dinners.
• Presentations about the NCLB approach were made to Center Town CHC at its all staff meeting on January 31, 2008 and to STATS Canada on February 19, 2008.

Abid Jan presented, and the meeting discussed the findings of the Banff 3-year evaluation study.

4. PARTNERS’ PROGRESS REPORTS

OTTAWA POLICE SERVICE
Superintendent Charles Bordeleau introduced his replacement, Superintendent Peter Crosby. The committee thanked Mr. Bordeleau for his highly valued and much appreciated contribution to the NCLB initiative. Afterwards, Cst. Arbuthnot provided the following update:

- The status quo prevailed in Banff-Ledbury. There was no untoward incident reported.
- Housing Tribunal stopped eviction of tenants from a unit at Ledbury after residents of the unit were charged with criminal offences.
- The Direct Action Response Team (DART) had been very successful in operations against gangs.
- OCH gave agent status to OPS for 2595 Albion Road.
- OPS had been closely monitoring visitors to the two apartment buildings on Albion. Five persons were banned from visiting these properties.
- A presentation on crime stoppers was planned for Banff community.

OTTAWA COMMUNITY HOUSING
Shaun Simms and Al Nowaczek updated the committee about progress as follows:

• OCH had been working on the problematic units at 14455 Heatherington.
• TA elections at Heatherington and Banff were completed successfully
• Russell Heights had been extremely quiet. No illegal activity or other problem was reported by the OCH security.
• Clean-up day at Confederation Court was very successful.
• OCH Cooperation with OPS had been satisfactory.

CONFEDERATION COURT COMMUNITY HOUSE:
Andrea Thompson, House Director, informed the committee that she was still awaiting the CPTED study report. She highlighted the need for a play structure in the community.
A sub-committee committee consisting of members from OCH, OPS, Russell Height, Confederation Court, the City and Councillor Peter Hume’s office was formed to look into the needs of Russell and Confed, and to report to the next Steering Committee meeting.
The committee members are: Sonia Luberti, Anne Menard, Al Nowaczek, Lenworth Vaz, Jason Arbuthnot, Abid Jan, Florence Brake, Sara Dwyer and Andrea Thompson.
Action: Abid to get in touch with the members and set up a time for meeting and further action.

BANFF AVENUE COMMUNITY HOUSE
Sylvie Manser presented progress at the community level since the last meeting in November 2007. She highlighted:

• Youth completed a safety audit in the community.
• Tenants’ Association had been working closely with the youth
• There was a substantial increase in the partnership with other agencies, programs and services.
• NCLB’s sustained and consistent support was making a difference to community programming.
• Matt Perkins and Sonia Luberti got contacted Clifford Bowey school for space for youth program activities, but to no avail.

YOUTH SERVICES BUREAU
Mohamoud Abdulle informed the committee that YSB had officially decided that he would attend youth council meetings particularly to have counseling sessions with them about their perceptions of OPS, Gangs and safety issues.

PARKS AND RECREATION
Matt Perkins, Nick Zeis and Kevin Shantz presented updates on youth activities at their respective centers.
Matt informed the committee that restructuring of Jim Durrell centre is on the cards. Some new equipment was also expected.
Nick said they were waiting for the building permit to begin working on the Heatherington sports centre. Programs were expected to start for Heatherington and Fairlea community by the end of the year. Kids from Banff would also be able to take advantage of the new facility.

YOUTH SERVICES BUREAU
Kevin Schleyer informed the members that Job Fair will be held for youth in all communities. A Girls basketball tournament was also in the offing.

YOUTH PROGRAM
Sara Dwyer, Coordinator for the NCLB youth program had sent a progress update on youth activities for the committee’s consideration.

COUNCILLOR MARIA MCRAE OFFICE
Bonnie Conlon informed the committee that Councillor Maria McRae was investigating a pilot project for the Banff Community. The project was already in the planning phase. She also mentioned the grey boxes initiative for Banff community which Sylvie Manser confirmed had already been installed in the community.

Moved and seconded. The meeting adjourned at 3:30 p.m. Carried.
